Okay, maybe you can't haggle prices at shops owned by people who play Neopets, but what about the ones that are already there that are owned by Neopets themselves? The answer is yes- yes you can haggle. Here is a basic article on how to haggle at these types of shops as well as tips.
First of all, you want to make sure you have enough Neopoints for your big shopping day! About 1,000-5,000 Neopoints should be enough because you do not want to waste all your Neopoints!
Next, you want to choose a shop where you would like to buy an item. Perhaps you would like to enjoy some reading with your pet by purchasing a book at the Neopian Book Shop or grab some food at the Neopian Food Shop. Once you have chosen a shop, be sure to find the item you want quickly and click the item as fast as possible before others get it!
If done so correctly, the shop will take you to a haggle page. You must haggle quickly, but you also want a good deal right? Before you enter the price you would like to haggle, you must consider some things...

This question is very important. If you end up buying a book for 2,000 Neopoints and then search it on the Shop Wizard and its only 150 Neopoints at another, you would've lost 1,850 Neopoints! Imagine what you could do with that!
When you've decided that you wish to buy the item, click it, and a popup will come up asking if you are sure. Click 'OK' to continue. Now, enter the amount you wish to pay, find the neopet in the picture, and click it. If your offer is accepted, you will be sent to a page saying so, with a link back to the shop. If not, you will be brought back to the haggle screen to try again.
Here is a great tip that you must know! If you find an item worth 500 Neopoints at a shop, do not haggle it for 100. You will not get it! The maximum you can haggle is about 150 Neopoints of its price. You will most likely get the 500 Neopoint item for 350 or 400 Neopoints then 100 Neopoints! If you waste time by haggling for 100 Neopoints, then 110 and so on, by the time you get to 450, the item would be sold out! So you gotta think and be quick!
What if there is a rare item in a shop? Rare items, eh? Yes, it is true you can find rare items in shops! I have spotted a Mootix Eraser with my own eyes, but never got it due to a glitch in Neopets that day. You must be quick because the shop usually has only 1-5 items in stock for that particular product!
